Technically Red Alert 1 is set on the Tiberium universe, just a few decades before the Tiberium meteor hit earth.
UN/GDI was formed after the Allies beat the Soviet Union in World War II, GDI's mammoth tank was built with recovered blueprints from the Soviet Union and on top of it all it was Kane the one who was advising Staling.

Quite the opposite. Renovatio tells of GDI and Nod's rise after an Allied victory, which makes the most sense. GDI came to be as a UN reaction to the Second World War. Had the Soviets won, there wouldn't even be a UN, with most of the known world against them and all(especially the US).

And why the distinction between RTS and RTT, when C&C gameplay has always been a cross between the two?

Likely because of stupid points, like the last one, or erroneous classification like in the second point. The only games that suit the modern but with sci-fi elements is TD, RA, GEN, and, to a lesser extent, RA2. Everything else is full-blown fantasy in terms of arsenals.
Anyway, the point I'm trying to make is that this is outdated thinking. Fans should care more about the games being good in their own right as opposed to trying to be like the earlier games. Sure, RA3 is 90% C&C according to the check list, but it is a soulless piece of crap.
It's funny when people complain of TT having a bad story, when you consider how bad Tiberian Sun's was. Simplifying the world into good and bad, taking the first step into the arse-boring sci-fi setting, and turning the menacing mastermind that is Kane into a caricature. When you take such a turn, ending up with TT is just natural.
Well C&C Generals had 1/2 for the story being told by live action FMV's because in the expansion Zero: Hour the loading screens were reporters (different one depending one which faction) telling the story of what is currently going on in the war. And uprising had 1/2 for Campaign or you can play online against people because it had a small campaign for each faction. And also couldn't you build walls in Tiberium Wars? Because I'm 100% sure you could. Kane's wrath you could too. It was in the defense tab when you selected the unpacked MCV unit (HQ) to build.

TD,RA,TS,RA2 are the best. TW is ok. Gen is for me not a CNC . RA3+URP and TT are bad(its to cartoony)
I'm sorry, but I agree completely with this chart's averall conclusion on what C&C games are actually C&C. Tiberian Dawn and Tiberium Sun are hands down the best of the entire series. And TT is probobly the least C&C game since C&C4. I understand that there are some elements left out for you politically-correct super-geeks, but the point is established and correct, that's what matters.
But RA3 scored 90%! 0.o
I don't really care what other people say about RA3, I played it and I thought it was very fun. That is primarily the whole point of C&C games.
