Not all SpecAct weapons were better, only the MG3, which had slower rate of fire but better damage and accuracy. M16, UMP and M95 SA's had same stats as their normal versions.
It would've been better if they had just made new models for them as well or (atleast) modified models such as the head to make them more "Spec Ops"-ish. I dunno, a Russian guy with a balaclava and a red beret or something.

i hated the SPECACT pack in bc2, only because you buy something extra you should not get better weapons. its just stupid
I loved SPECAT, it was cool to show other's what you're favorite class was, and getting the M16 a little early was pretty nice too.
