I understand it to be a means of secretly communicating: back when it was illegal to be Christian, if one person wanted to talk to another about Christianity, they'd first draw half of the fish, or 'Ichthys' on the ground in front of them. If the other was also Christian, they'd finish the fish and both would know that they were safe to talk. If the other person didn't understand or did nothing the first person would erase the half fish and go away.

They couldn't use the cross to communicate because it was a well-known Christian symbol, and if the person they drew it in front of was a Roman officer, well they'd be in trouble.
