they can but it's much more difficult since the C-130 have to fly slower for the heli to cath up, and the heli pilot have to fly extremly carefully to not cut the fuel hose in half...
...which is made even harder by the fact the C-130 have to fly slower meaning the fuel hose will hang more straightly down and that the heli must tilt the helicopter to reach higher speeds.
Yeah, its logical, the chopper moves by banking its nose down, so he moves forward, right? damn, this refuel is sure hard. I would rather land to refuel, but if ur in the middle of nowhere, this is only solution :-s
