Tomcat was going to be Upgraded. The Hornet replaced them as a stop Gap until the F-35 came online. Which then the Hornet and Super Hornet would both be replaced.

The Navy DID NOT want to replace the Tomcat, Congress did.

The F-35 was going to replace the F/A-18 and F-14, also the Harrier, and F-16. The Tommys were just Phased out Sooner because Congress Shut down their SLEP program Upgrade.

I Must say Lockheed's Lobbyists are really good!

US should follow Russia's concept of separate deign bureau and production facilities.

Yeah. I agree separate bureau's would be much easier to manage and there wouldn't be that much conflicting designs. The Congress man don't know what the Military work's like so screw them anyways the Tomcat if they'd upgrade it and bring it to a next level it would have serve to fill the gap :)
