Looks promising.
It can be improved with the use of SSAO, greatly in my opinion.
Try breaking redondant textures with some stain on the roof; trash, dust on the ground. Playing with the lights, like varying color and intensity also help.
Shaders are ok, lighting is ok.

Good points. We did most of that for our tech demo that we used for Nordic game conference. Too bad we only had time to do this on one map because it came out pretty neat:
