I believe it should work with non-steam versions, althought I did not tested it myself.
Regardless, the 3 source maps (jmf - map - rmf) with the 'lights' file are available so maybe
you can compile the map yourself with your own HL1 version.

Enjoy playing the map or edit it to your liking.

Side Note: I optimized the map using "bspguy" so you might notice some very small differences
between my final version and any other version you could compile in the future.
