Possibly but they removed that cvar after hl patch 1.1.0.0 - it's possibkle they completed blue shift and had promotional materials ready to go in mid-2000

I think they're still in the WON version of Blue Shift because it was made with an old build of the GoldSource engine.

Nope, gl_shadows is unknown command for WON verion of Blue Shift too, I have checked it.

So unfair how Valve and Gearbox can use shadows and we can't. Why you had to remove shadows in Blue Shift? The bug was so the shadows could have been seen through vents in multiplayer. But Blue Shift doesn't have multiplayer. Why the heck did they remove it?
