Those are some extremely warped/pitted tiles. Either that or there's still a large pool of water on them and it's very windy.
I smoothed them out quite a bit. Still very reflective, but its an after-rain effect.
Looks much better now. In the original image it was almost impossible to discern which ones were tiles and which were not. Very nice work.
