So is this going to be like the Skirmish mode in Army Men: Toys in Space when you placed troops before a battle and commanded them?

Unfortunately No, The skirmish maps in the Beta release are aimed for a more adventurous approach. If you played the original Unreal, notice how the player is allowed to explore the levels, find ammo, activate switches and so, the nostalgic old school fun.

However we might implement a Paratrooper or Airstrike feature(will only work in certain missions where air support is possible).

But would it be possible to have a gamemode similar to that?

The way the Skirmish maps were created (with the level scripting for instance), I don't think its possible for all skirmish missions. I am however thinking of something otherwise to either make up for the absence of the army preparation feature from this third person arcade game's, originally tactical predecessors, or adding Command and Conquer-based maps via the upcoming holiday map packs.
