I "accidently" shot down a surveyor or two, and now my game is unplayable :( I constanlty have 3 surveyors hovering above me trying to kill me, I can't even leave the building I have my backup in :(

If there is such a severe penalty for killing them, maybe they should be a bit harder to kill, I mean I shot these down with 1 or 2 shots with a level 6 rifle, and they dropped lvl 30 items.

The surveyors will only stay aggressive for a ~4 minutes, as long as you don't kill more of them. Just lay low for a bit...

I do think I need to increase enemy health quicker, especially after say, level 5-10

I stayed in the house, but they keept hovering about. Then I let them kill me a couple of times (5-6) and after that they leave me alone.

You would think that Observers being the Overlords (if thats his name, cant remember) main source of info on a highly experimental cyborg that can feel emotion and kill things about 12 times the size of it would get a substantial upgrade just it case it decides that the Overlords (?) an asshat and wants to kill him.

Surveyors Observers same diffrence, its 2 AM were i am as eat it

Umm... If by surveyors you mean the dropship with 4 huge turrets... they have never dropped any items for me. Ever, and I've killed lots of them. UFOs, roller tanks, spider bots, vehicles and enemy bots drop loot.
