The dreaded "filesyscheck.cfg" error (CODWAW) Thread

I'm trying to run radiant and keep getting this error.
This is a new install of codwaw patched to 1.7 (new hard copy not a downloaded version)
Radiant patched to 1.4
directx 9.0c
net framework to 3.5

I've spent hours researching this error, most everyone says "make sure you install radiant to the root folder"

And it is where it should be.

Any help?
