I can bake high to low using an older version of blender (2.49b). In fact, 2.49(b) is all I use because it's also compatible with the chicken exporter, which creates bam and egg files for use with a 3D game engine like Panda3D (although I'm not using P3D). The interface is much more understandable to me. Really, the developers of Blender messed up when they kept changing the GUI. How will users of the program ever get comfortable with one look and interface if you're forever changing it? Baking in the newest version is too confusing for me because of the GUI change.

That's why I'm sticking with 2.49(b). I can bake the hell out of some textures with that...level bakes or character bakes.

Sorry to respond to late.

Just marked the button "Selected to Active" and made a new blank image and Baked.

BLender GUI is kind fine now, its a question to take your time and see/adapt and or customize to your liking. I using default for the moment.
