Question, what is the best engine for beginners? More specifically, if someone with fundamental understanding of modeling, texturing, animation and programming decides to make a mod, what would be the best engine to learn some basic modding skills?

Quake 1 is pretty easy to mod, I also found the Unreal Series easy to mod for as well.

Yeah, go with Quake. It's very simple (although after you're progressing, it can be as complex as you want it to be ;))

Lol, I don't think he's familiar with C++ just yet, although he could be ^_^. I'd personally recommend anything from the Quake Series (minus Q4) as they're all very well documented and use an extremely simple derivitive form of the regular C language.
