You can use the Flex SDK with FlashDevelop as a free alternative. It is actually a lot better in many ways than developing within the Flash IDE.

I think that you could buy it with a package yearly/monthly subscription deal with Adobe Cloud...

Now wanting to have to deal with Adobe, their "security" measures, and issues with their Cloud service is another issue.
