That's "condition: autonomous" with the right gender coordination (neuter).
A better alternative would be, to my mind, "radar: offline". I know that in a certain context the En-Ru dictionary can give автономный when you look up offline, but it's not really suitable here. Отключен means leaterally "turned off" or "unplugged" and that's a direct equivalent to "offline".
