As it's been revealed, then yes, Angry Marines will return in 7.0 as a supported race!
We always agreed that when Captain Jojo finished the new version we would make it compatible and that's what we have done - note that it will be an addon to 7.0 and so whilst it will work with the new game modes, we will not be working on the balance side.
Also, not sure I have shown off the new UI here...?

if it won't be balanced, can you add an option in the skirmish menu to disable the ai from becoming them when randomized? or is it not actually going to be that bad?
It will be an optional addon, not part of the main release.
So you choose if you want it additionally or just the main 7.0 content.
