Module ceased development months ago, i'm just here to update the status. Turmoil Across the Stars is an mod based on Star Wars Conquest. What it does, is bring the Clone Wars era into the module.
Since the very beginning of the project, face deformation has been a severe issue. This what you see in the image is an example of it. Now, there is no found way to fix it, but typically it happens when a new game is started. So, the most effective way to detect it, is to see 3 people Cantina keepers, Commanders in the faction list (those who use standard MB faces styles) and Followers you can hire from cantinas. So, when starting a new game, very first act should be ensuring this issue isnt there, if it is, exit and start another until it wont happen
What is curious about this bug is that it only ever affects SOME npcs, not all. Usually the agents in list up to a certain point are fine, such as soldiers, bandits and most cantina walkers.
My theory is that somewhere in the list there is one NPC with broken facial code, that screws up any agent loaded after him. But this isnt more than a logicality based theory.
What i can say for sure however is that this issue is fairly common, and it already appears in base SWC on both MB and WB.

Other issues that seem to fall under the blanket of the face deformation bug are non-military human NPCs spawning bald(barkeep, Force-Sensitive merchants, etc) and Chiss characters spawning with Human eyes and pigmentations.
