Are these supposed to be Rohan rangers?
Sort of, yes. Elite archers protecting a forest and wearing hoods. They fit the bill.

Do they use the fire arrows upgrade or another significant for them?
Wonderful looking units. I love the regional units that you guys use for the factions. I think it gives more life to them as a people.
