Isn't Veloth a Dark Elf??? Or am I missing something???
Saint Veloth was a Chimer from the Summerset Isles. He's worshipped by the Dunmer, but predates them by an era or two.
Some books on the topic:

- Exodus from Summerset
- The Seven Visions (refers to the people and followers of Nerevar as "Velothi", which is a part of consistent world building that has the cultural marker "Velothi" pre-date the Battle of Red Mountain, and therefore pre-date the turning of Chimer to Dunmer)
