I downloaded and took a look into the mod.
It has its own unique taste (which I like!), and decent potential, but there is still a lot to improve, like infantry weapons, tanks, and artillery models and names.
Balance is also designed rather only to Finland vs USSR, and much less so USSR vs USSR or Finland vs Finland.
What I suggest in details:
1. (Balance + history) Tanks of USSR are far too late models. The T-26 light tanks (Nod Light tank model would do) and T-28 medium tanks (Allied Medium Tank model) would be much more appropiate than KV-85 with T-44. All of there 3 tanks should be only marginally faster than infantry They were meant to support infantry after all, neither USSR nor Finland adopted Blitzkrieg strategy at that point, and most of their tanks were meant to accompany infantry instead.
2. (History) Ranger jeep is rather a poor base for BA-64, which is a late-war construction as well. The Mobile Flak with Allied Light Tank turret and machine gun, renamed into BA-20, would make a much better alternative.
3. (Balance + history) Panzerfaust is late-war German invention. IMO Finland and USSR should share Molotov Cocktail Thrower with Grenadier model, faster and more powerful projectiles, dedicated to anti-tank job.
4. (History) "Heavy Artillery" is very vague, and during Winter War, it was mostly towed rather than self-propelled. I recommend getting models of guns from The Great War mod, preferably the closest-looking one to 152mm M1910 - this gun, built formerly for Tsarist Russia, was used by both Finland and USSR afterwards.
5. (Balance) I propose giving AA-guns and mobile flaks to both factions.
6. (Balance) Remove KV-8. It is not much larger than KV-85. Just give T-28 well-deserved firepower against structures - this medium tank was meant to tear down fortifications and shred infantry to bits with multiple machine guns. Counters to it? Vickers tanks easily able to penetrate it. T-28s should be about 2x as expensive as T-26/Vickers, and able to marginally win with 1 Vickers thanks to slight HP advantage thanks to its size and crew count.
The difference between Finnish and Soviet light tanks should lie in better demolition capacity of Vickers, and better anti-tank ability of T-26.
7. (History) Give Polikarpov's Plane Yak model instead of that jet-powered MiG.
Their performance is identical anyway. And improve performance of both against tanks - high-caliber machine gun can penetrate thin roofs of tanks.
8. (Balance) Give AA guns to submarines, USSR has no means of stopping enemy planes from strafing their cruisers.
9. (General) Provide the game with complete RA1 soundtrack rather than just Hell March, increase the resolution, modernise the OpenRA engine so that it allows more complicated commands (the one here is outdated!) and make game speed toggle-able, rather than fixed on "Slower".
