Each faction has access to two types of starbases: one military, one civilian. The military is, obviously, more combat focused while the civilian is more about culture, economy, etc.
Each faction has a unique military starbase, however several factions share the Esseles-class as their civilian station. The Esseles-class was typically an installation built in a system on a secondary orbital body, adding infrastucture to small moons or large asteroids. The most famous example is Hosk Station in the Kalarba system, which was used by the Yuuzhan Vong in the Battle of Kalarba to destroy the planet using Yo'Gand's Core, the same tactic used to destroy Sernpidal and kill Chewbacca at the start of the invasion.

So that's mostly moon? Will there have to be a type of moon already in orbit in order to build that station?
Probably not, if that were to happen it would have to be attached to one of the mineral asteroids. It's probably just going to appear.
