Speaking of Neutral Zones... I wonder if it's possible in Stellaris to set up Neutral Zones,to help border friction and other things.
Not yet, but I can practically guarantee you that by the time it gets all of its various expansions and whatnot, neutral zones will definitely be a thing.
In terms of technical side. I guess it would be set up same way as a sector is.

And with "neutral " you mean 5 romulan warbirds will decloak , if you move even an inch into the zone
