1.2 is already out. They released 1.2.1 back in February and have 1.2.2 coming soon.
1.3 is 1.2.2. It started out as a simple update but one thing led to another and eventually the lead devs decided it warranted being labelled as a whole new version.
The title 'Defiance' comes from how the focus has been on making the Federation more militarily viable. After a long time on the back foot the Federation now stands ready to take the fight to its enemies, protect its citizens and restore peace.

I always play small fleets cause that is what Trek is.
Growing up with TOS it was the Enterprise against all whom it encountered, except the rarest of circumstances.
I wonder what a Sins ST mod would look like if you controlled just the Enterprise and every upgrade no matter how incremental was just for every system onboard.
Sure you could face two or three enemies every so often, but a majority of battles would be One on One, cat and mouse, and every encounter would be a "Balance of Terror".
Just a thought..leaving the real work too you wonderful gentleman who GIVE us your hard work on your own time.

You have heard of their next project for sins "Axinar Operations" right? Pretty much exactly what you described. Small ship numbers, TOS, each ship balanced to be more independent.
Also I would highly recommend Star Trek Starfleet Command, you can pick it up on GOG and its really good despite its age. The depth of controlling the ship systems is really quite good which other trek games kind of gloss over or don't do right.
I was really hoping that Legacy would be SFC with better graphics but instead we got a pretty but basic flight sim. With a slapdash story that is ashamedly bad for being a Bethesda title.
Legacy was fun but ultimately not memorable, which is a shame considering it was the only project I can think of that brought all the captains together to lend their voices. Nothing will have that potential again.
