I always wanted to know what was in that system. My only guess is it could have been something to do with the Tal Shair and Obsidian Order Alliance.
You're absolutely right! Together, they were building a secret fleet to destroy the founders in the gamma quadrant.
Looking back, there was a fair bit of build up to that attack.

Only one Defiant-class, tge USS Defiant heraelf, ever had a cloaking device. It was on loan from the Romulans.
