I guess the low ratings are from people that like grinding 1mil ru for the 10th time to unlock all the traders inventories 😅
Or because you just removed the purpose of goodwill in this game. If you don't like grinding you can give player 99999999 roubles at the start as well, why not.
goodwill is not only used to unlock faction inventories so i'm not following you on that, and it ain't the same as giving you straight 99999999 roubles this would just kill any progression or motivation.
Since there is disguise system, yes that was the only purpose of goodwill in this game. Another reason is that it's a one-line tweak addon, moddb is already overspammed with those (in duplicates even). They usually make addons that really took efforts and time (weeks/months) to disappear from main page quickly.
I didn't rate anything, just trying to explain "why".
Anomaly is popular. Stalker modding is open and relatively easy for small tweaks.
The moddb is spammed since day one with duplicated stuff because there's no management nor curation of uploaded add-ons.

IIRC, this achievement is bugged and doesn't work. But I checked it some months ago. Maybe it is fixed now, idk.
I only played 1.5.1 so far and its been always working for me, but sometimes traders needs to restock before you see their full inventory, i tried on a new game and upon loading a very early save i got it instantly and the trader nearby had his full inventory available.
