I can't into Russian.

Anyway, there are tons of ways to get toolkits early with mods, that is not what this mod aims for. I still want the challenge of finding them and get rewarded for it, but not to the point where I can't upgrade anything for half of the game.

I've never understood why technicians can't upgrade anything from the start.
Unlocking tier1 just seems logical to me, thanks for the mod
