This addon adds improved armor plates to the sale.
P.S.: To buy armor plates, you need a good relationship with
the trader, first develop a relationship with the grouping.

начал новую игру за наемников. подошел к торговцу - пластин нет в продаже
Вероятно это связано с тем, что сначала нужно развить отношения с торговцем наёмников, попробуй начать новую игру, выдать себе миллион, и уже тогда проверить, возможно ещё нужно будет обновить ассортимент торговца.

Можешь кинуть скриншот из спавнера, в разделе "Outfits (Attachments)"?
P.S.: Этот аддон не добавляет новые бронепластины, он всего лишь добавляет в торговлю ванильные улучшеные бронепластины, которые можна найти в спавнере, но нельзя купить.
Совместимо с Outfit Attachment Overhaul?
Думаю должно быть совместимо, мой аддон всего лишь немного дополняет асортимент торговцев улучшенными бронепластинами, не более, а вот работал ли разработчик OAO над этими пластинами, мне неизвестно. Всё что делает этот аддон, это даёт возможность купить у некоторых торговцев эти самые бронепластины, которые уже есть в ванильной игре.

I concur, the Military sells improved steel plates at relation level Moderate (1000 and up). And I wondered why I can`t find them anywhere up to now ... Thank you kindly for the mod, it is much useful.

As for the plates, when I saw these improved plates in spawner, I thought maybe they were on sale, but they were nowhere to be found, and surprisingly no one created an addon that adds them to the sale, so I created it myself, first for myself, and then decided to publish it.
My guess is that nobody made such a mod because its easier to spawn it. Cheat, but easy. Which makes your efforts twice as valuable for any non-cheater.
That's why I created it.
Do you think you can make an optional file for Duty? (or guide me how to name the config file - since the parameter inside is the same 2 lines) Since in loner playthrough you are almost never friendly with mil, mercs or monolith.
If I'm not mistaken, ordinary stalkers can buy neutrality in a bar with military and mercenaries, which is exactly what I relied on.
P.S.: I just found out how "neutrality" works in the Anomaly, unfortunately, it does not work as I thought, probably memory since Call of Chernobyl, so this should be done through masking, but, I will release the second version, where the plates will be available to all groups.

Is this compatible with Trader Overhaul Complete?

I don't know, in theory it shouldn't affect other trading processes, since there are only 2-3 lines of code copied per trader, I don't think this addon can conflict with anything like that at all, it's made, as far as I understand, on DLTX, it just adds vanilla upgraded armor plates for sale, it would be strange if it would conflict with something, only if your addon already sells those armor plates.
For example, this is all the code that is there:
