The stand-alone mod S.T.A.L.K.E.R. Anomaly aims to be the most stable and customizable experience for fans of the S.T.A.L.K.E.R. games. It's powered by the Monolith 64-bit engine, a custom fork of the X-Ray engine.
You have to activate "dynamic music" at the sounds settings first. I dont know about the heartbeat, this mod changes literally nothing, it just places back removed files which are 100% 9 sound files with no code at all.

Looking around discord either EAX or Dyamic Music for vanilla Anomaly plays the heartbeat during the player combat state.
I tried enabling both in turns and it still does nothing.
I also saw there's no config or anything. Just the OGGs. But there's no dynamic music on my end.
Maybe it conflicts with one of the mods i have but i'll have to check.
I tried with a fresh install of Anomaly; still no combat music.
My belief is that the mod Anomaly is based on purposely replaced all of the combat tracks with just the heartbeat track.
That means that w/o a script your tracks won't overwrite the primary code.
Also, with a bit of digging i've discovered that all tracks need a nr of attributes to be properly used in the game. Stuff like Max AI distance or what triggers the track (NPC attack, NPC dies, etc).
I've used this tool to test different values on your tracks: Metacognix.com
Though, they still weren't triggered in combat.
Unless i'm overlooking something incredibly obvious i believe some scripting is needed for this mod to work.
No idea, it works for me without any problems. Maybe i got some folder name wrong with the uppload. I installed anomaly 3 weeks ago with its latest updates.
I assume this will play in combat situation if we enable "Dynamic Music"?

Yes, the path is wrong.
As i am always prone to do i was SEVERELY overthinking it.
The path needs to be \gamedata\sounds\music\combat\.
