This mod (named "Narodnaya Solyanka 2016" by the developers) was developed only in Russian. I've personally hand-translated the mod to English. It also contains a third-party weapon pack, updated textures, shaders, addons and many personal fixes.
Are you changing every quest though?
Some quests could use a little facelift, sure (cave comes to mind), but I don't think every quest needs updating.
For example, does changing Petrenko's gauss pistol's location adds anything to the story and the quest's progression or is it a change just for the sake of changing it?
I'm not changing any quests. The developers did these things. This mod's been out for over a year for Russian-speaking players.

From what I can tell, the reason for the relocation of items is to prevent them from being lost as they were in older NS variants. Or stolen by NPCs. Or in bs spots on the map. Things like that.
Ah, I remember that one. It's at the pig farm in Dark Valley right?
I remember it being a Makarov though, is it different because of the weapon mod?
Yea, it's that same task, however the gun is now in a different location (as are many of the updated tasks in different locations).
I'm not too sure what the gun was before this weapon mod, but this one's got a nice little scope on it.

It looks a bit like a Far Cry 4 (or Blood Dragon) AJM-9 Burst-Fire Pistol, just with a scope)
Most ammo for that usually comes from Sak.
