Yup, you have to face BOTH Civil Protection and the Zombies.
When I watched the trailer, I thought I was going to be paired up with CPs. That is certainly not the case.

at the start of route kanal i see zombies attacking the guy hows been hit the the butt of a gun by cps and if u look at it a bit far away, it looks like zombies are attacking a wall
