Rise of the Reds – or ROTR for short – improves upon the C&C Generals formula while also adding its own distinct elements to it. Most notably, the mod adds two completely new factions, the tank-heavy Russian Federation and the defence-oriented European Continental Alliance. In addition, the three original factions China, USA and GLA have been greatly expanded and redesigned in a variety of ways, with several new units, buildings, powers and abilities to explore and combine in your in-game tactics.
Whilst the important strategic decisions on the regimental level and above are made in the war room of the Region Command centre, the lower ranking ECA officers down on the tactical level operate inside the Field Command posts. As such, a sector may only have a single active Region Command, but many Field Commands, which are smaller in size and include all the necessary facilities to deploy Excavators, four of which can also be stored inside for shelter and repairs. The distinguishing feature is that the Field Command is also equipped with an on-site workshop which allows it to maintain nearby vehicles and aircraft. However, there are drawbacks as well: The Field Command lacks the garrisonable bunkers and the officers inside neither have the necessary clearance nor the greater strategic overview to request support missions from a General.

You have a construction limit of -one- Region Command, the Command Center that has Garrisonable slots, and a built-in powerplant. Since it would be insane for us to not have a limit on it we decided to design the Field Command to be the extension of Command Centers.
It has different benefits however and does not have firing ports like it's bigger brother but, it does have a repair vehicle radius and space inside for vehicles to be repaired faster. It can construct Radar Helicopters and Excavators but does not grant you General Powers.
So basically it's a command outpost?
put it near your logistic centers to fix the supply trucks when they drop off
