During the wake of Yuri's betrayal the Soviets lost alot of technology many of which was their means of gathering intelligence on the terrain. While most of the Soviets Air Force was forcefully disbanded many Soviet Commanders were able to procure these aging reconnaissance aircrafts. Unlike the old Supersonic Spy Planes of the old war this Spy Plane instead flies on extremely high altitudes to evade anti-air fire while allowing it to scan through the terrain with ease.
