In a bid to use much safer & cleaner energy sources the Storm Legion instead opt for an experimental procedure of overloading their Tesla Reactors in a stable manner. Aside from the upgrade this also fully repairs a damaged Tesla Reactor and while it doesn't give as much extra power as Nuclear Reactors it also doesn't leave any deadly radiation when destroyed.

i think it's a thing in RA2/TS engine: upgrading a structure fully repairs it (cuz iirc the upgrade replaces the original structure)
