Once a Tech Bureau has been constructed an Eagle Commandos Commander is authorized to call in a signal flare anywhere on the battlefield provided any Allied Infantry are near to them. At which point any Grand Cannon be it Friend or Foe can let loose a faster firing barrage of shells at the flare until it dissipates.
