i'm guessing its a bomb for some sort of bomber
the reason i think its for a bomber is cuase the top is heavy if you launched it straight up it would be very difficult to to prevent it from going off course if launched from a bomber it would either curve down slowly if launched forward and if drop then activated it would aim down the blast down into the target...

its a bomb that feeds the enemy troops, with the seeds inside of it, the food can last forever because it is highly concentrated like astronautic food supplies.
