The last game update from Creative Assembly has broken some mods for Napoleon Total War. In this page you can download old game files, follow the instructions to revert to the previous state of the files before the update and your mod should work. It works for The Great War mod, I will test with other mods and inform here, if it worked for you with another mnod please share the info in the comments to help other players! thank you.
Description
THE LAST GAME UPDATE FROM CREATIVE ASSEMBLY FOR 12TH GENERATION CHIPS, has changed a few files and deleted some PACK files. Some mods like The Great War work around these files and without them the mod won't work. Donwload the files and follow the instructions and The Great War mod should work again. I still have to test with other mods like Pike&Shot; and will update if it fixes the problem too.

if I cut D3dx9d_40.dll away, I get an error,
"STEP 2
Copy and replace the following also on the main NTW folder;
installscript.vdf Napoleon.exe steam_api.dll"
replace them with what? it wont let me launch the game without steam_api.dll
replace with the files that you download from;
FILES TO BE REPLACED ON MAIN NTW FOLDER
