Hmm, that watchtower literally overlooks that smuggler cave... Those smugglers are either incredibly sneaky or the guards are doing poorly at their job lol
It's actually more of a makeshift lighthouse than anything else. It's run by a commoner, so I guess he just want to avoid trouble :-)
