Monster Mod is server-side modification, developed as a Metamod plugin.
In this update, the server owner is able to let npcs to drop their weapons and let the corpse(s) stay or fade out upon death (still under progress so you can kill the corpses, harder than I thought it would be).
More pain in the ass to make these features than it looks like.

Doesn't this defeat the purpose of the level-weapon system?
Also i don't think the damage scale of the player weapons and npc weapons correspond.
If you take a look back at your questions, I replied with this answer:
"It's up to the server owner to customize the server with experience system".
Their damage/skill is adjustable via map configuration file or from the game directory if there is no specific map skill file. If none of them exist it will use the default skills from the binary file.
