1 You should forget Zero Hour, get an open source game engine, move these models and work into it.
2 Sell it.
3 Epic profits.
He doesn't have enough time for that.
Making models take hours, so now imagine a whole game 0_o ???

If he can work with a dev team that will be another story :p
I have no doubt he could find a suitable and interested dev team in no time. As it stands right now, he's just putting super detailed models (and his valuable time) into an engine that's long-since been dead.
Our auther has his job to do...and he is now——to some extent——poor. If EA or someone else hires him to help develop an RTS,then it will be more possible.

I wonder what his reason was to make this a mod for Generals zero hour. But am surprised at how much he changed the game engine itself.
According to QSN's words about that,there's nothing but the interest in modding and the love for an old but brilliant RTS work that supports him.
