The command for spawn npc's is: give monster_ "name of the npc". But remember, you can only spawn entities that are already on the map, since for example: you are in the first level of black mesa, you cannot spawn hecu soldiers since their models are not on that map. Another thing to clarify, it is important that you use "noclip" when generating npc's, and "notarget" if necessary, I hope you already know those terms.
