Basically if you can run the original game at full settings fine and your computer ain't before 2009 you should be ok. The mod does run a lot heavier than the original game though, but most pc's should be able to handle it nowadays.
If not, low res texture packs will be released as well since these are the biggest culprit. Also turning down the detail draw distance ingame can improve the framerate tremendously. I'm doing my best keeping everything as optimized as possible with the tools at my disposal.

This image is a render though from Cinema 4D and not ingame footage. So you don't have to worry about requiring a heavy GPU to render such advanced lighting.

The graphics card is most important. AMD or Nvidia will work, but if your PC has an Intel HD Graphics (onboard) graphics card then this mod is most likely to work improperly since these are bare GPU's for basic tasks only.

Also your RAM memory may need to be increased to at least 4 GB. Windows 7 uses at least 1 GB, and the mod requires at least 2 GB to run for itself. This number may increase as the mod becomes larger.

Description

Sneak Peek of the upcoming video showing various existing and new areas. The entire thing will be rendered in Cinema 4D. About a 100 hours have been rendered so far and still going. The whole thing is about 3000 frames long and each frame takes about 4-6 minutes to render. So it's roughly 250 hours rendertime for the entire thing. I keep the pc running at night so hopefully it doesn't take too long for it's release. ;)

-edit-

I suck at math, it was about 135 hours of rendertime. Figures why I am a 3D artist and not a scientist. ;)
