Korax Mod (KMOD) is a gameplay modification that allows you to play the original Hexen levels or all new maps with a configurable amount of RPG features, making for a much more differentiated gameplay depending on which class you play.

Released in June 2001, Korax Mod 1.0 was the first ever Hexen gameplay mod. Throughout the next few months and years, it introduced a slew of new RPG features: experience and leveling, customizing your character during creation, new weapons and spells, monsters dropping silver and gold bars, buying and selling items at shops, special "damage skin" sprite sets to make it clearly visible a monster is badly hurt...
Today, the same team is raising the bar once more with the release of Korax Mod 5:
The Korax Mod page has been cleaned up to include correct information and the right downloads.
This release coincides with the 20th anniversary of the first Korax Mod release and as such includes some unique one-time content.
Improved character creation and much more useful sidekick NPCs, plus a number of quality of life improvements and fixes.

So many years with this project and it never gets ported to GZDOOM.

Sounds like you didn't even read the second half of the sentence... moving to GZD would mean cutting half the gameplay features.
Woah! I remember playing KMod V3 back in the summer as a teenager over a decade ago. Nice to see you've returned with an update, what a surprise! =D I like to think of this as the predecessor and inspiration for Wrath of Cronos.
As the very first Hexen mod to come out, KMOD probably did inspire others. It might've even made some authors realize just how much the opening of the Hexen source code can mean.
If i were to run this with a mod loader, what order would i load the files in?
What kind of mod loader are we talking about?
Like ZDL?
At a glance it looks like technically, ZDL might be able to specify Vavoom as the source port, Hexen as IWAD, load all the PK3 files from the kmod subfolder and then add all the command line arguments from KMOD.bat, but even if it would work, I'm not sure what you would gain by doing this.
