It's a bug with the latest patch which was never fixed. On the wiki is a better explanation since I don't want to copy everything here: ( Farcry2.wikia.com ).

Due to lack of people who know what is reverse engineering, there will be option to choose, which one patch you'll use with mod.
1.02 patch version doesn't have this bug, but therefore guns and gunplay will be same as in vanilla version.

It means there is no fix for that, only patch back to 1.2? And what is with all the bug fixes from 1.3?
I think the arrow from the crossbow is too slow.
