No offense to you guys :), but the scavenger/mover drones are described in Halo: First Strike to have long grappling tentacles for dragging sections of salvaged metal, here's some info: Halo.wikia.com
Also if you don't believe me, look at page 173 in FS there it says the following segment:"They passed close to a hundred other ships moving in orbital arcs-Seraph fighters, other dropships (the dropships they were going in was a Spirit i believe), scavenger craft with grappling tentacles that dragged sections of salvaged metal."
Based on this info, the covenant scavenger should look similar to an octopus but with less arms than one. :P

Also, if you take a look at the covenant boarding craft seen in the beginning of halo 2 (when you're onboard the Cairo).
It also has grappling tentacles/arms that grapples on to the hull of the ship which it's going to board, which further proves that the covenant scavenger indeed has grappling tentacles since they're both of covenant design and has similar purposes. :)

I like how the sovereign looked (a reaper ship from mass effect) with the 5 fingers, maybe something similar to this world work for a revised mover(if that is the direction you wish to go with this)

especially since you disregarded canon, which I frequently used in my explanations.

I realize that the one mentioned in the book had tentacles, unfortunately, our current staff is not outfitted in emulating such complex mechanisms in game.

Just to add my bit i always pictured that as 2 "U" shaped spirit dropships with somekind of connector in the middle and it used the u's as a press or something to drag the debris in.

These drones are a larger version of the Covenant Automated Drone which produce the ships in the Colony. These are used to shift debris from the battlefield and take it back to the Colony Ship. These are invaluable for prolonged battles, reclaiming lost resources of ships destroyed in battle, it just makes sense doesn't it? Doesn' it?!
