The B65 Suborbital Long-Range Bomber, more commonly known as the Shortsword, is a UNSC atmospheric bomber used primarily for short-range, heavy payload bombing runs against enemy ground targets.
The Shortsword-class Bomber shares a similar design to the GA-TL1 Longsword-class Interceptor. Moddb.com It features an elongated and angled wings, comparable to that of a Longsword, and retracted tail wings. This makes the Shortsword a versatile aircraft, able to deliver its deadly payload and provides it greater freedom of action at lower altitudes.

Is this a support unit or something that can be built?
Probably a support ability since they have longswords to act as fighters. that or vice versa with longswords carrying abilities and shortswords being the main fighter of use
but the longsword is athe main space fighter and is way too big for the aircraftpod on the ground. and the shortsword is faster and not that big but still I think both will be support units as we have the sparrowhawk hornet falcion and maybe the vulture wghile they would act as main air units - at least thats my oppinion
is it just me or does the cockpit doesn't seem too visible...
