Improve the new inner circle display and fix issues with non-GWO saves

  • Reduced bounty values to one decimal place at all levels so the UI will never lie about your eco bonus
  • Bolding of inner rings indicating an ally or FFA

Fixed

  • Duplicate inner ring bitmaps being created
  • Mouse hover sometimes on the wrong system after a planet with an ally or FFA is displayed
  • Tech not being deletable if GWO was applied to a non-GWO save
  • Expanded tech not being dealt if GWO was applied to a non-GWO save
  • Tech deals breaking if GWO was applied to a non-GWO save
