Do these replace the default buildable turrets, or are only something that can be built in the campaign?

Looks like those turbolasers each have limited fields of fire? Same goes for quad lasers having larger, but still pretty limited field. Is this done to prevent them being OP? Just wondering not knocking. Never liked the pathetic vanilla turrets being worthless except for anti starfighter platforms.
Are they in the new 2.1 release? Couldnt find them there
