Construction of an Imperial fort on Dulsya Isle has been completed and the island has now been opened to development. House Hlaalu is operating a city at the mouth of the Vylla River, and a Breton proprietor has started working towards achieving his dream of building a city larger than any on Vvardenfell.
As you progress through each city's main quest, the city will face a conflict. The path you take will shape the future of Dulsya Isle, and you will be able to experience the results. Will you be content to explore and conquer the island's vast wilderness, or will you play a crucial role in turning Dulsya Isle into a thriving home for generations to come? What struggles await you on Dulsya Isle, and what stories will you uncover along the way?
Dulsya Isle features more than 50 new exterior cells to explore, more than 100 unique new NPCs, and more than 40 new quests.

Each city has a main quest for you to help with its development. Even if you're not a member of House Hlaalu, they will begrudgingly accept your help with their city. I would love to have a city for each house, but this project is ambitious enough as is. I also considered the idea of having competing cities like you mentioned, but I think most people would rather have two full cities to explore and use instead of just one.
I'll post a few new screenshots in the next day or two. I'll make sure to include at least one sunny shot :P

I hope you also make quests to help the Breton building his city, and that it starts as a small settlement, but later grows into a huge city.
But I would also like to see some other Great Houses on the island, I'm no Hlaalu member.
Maybe the 3 Great Houses should also want to build a huge city, and that they try to destroy eachother's, and if you do their quests your great house will eventually be victorious, and have a fantastic city...
anyway, keep up the good work, and please load some more sunny pics up, this looks very dark and sad now...
