The year is 2055, more than thirty years after the events of Zero Hour, Earth suffers a catastrophic collision with meteorites. The world is thrown into turmoil as large swathes of land are annihilated. Due to their now large investment in tank power, they had to compensate for this by removing a large amount of funding from certain aspects of their aerial forces. This unfortunately meant they not only lost a large amount of their strike fighters but equally importantly their aerial reconnaissance ability. In fitting with their new combat style, it was decided that their recon should take on a large, heavily armoured design so it could remain on the front line whilst performing its crucial duties. Rather than make it totally unarmed like previous attempts had been, it was given a powerful yet experimental defence mechanism which was not without its drawbacks. On command from the captain of the particular vehicle, it could emit a powerful EMP pulse in a large area, effectively disabling all vehicles in its large "knockout" radius. However, it had the drawback that it also disabled all allied vehicles in the area and due to its experimental nature, the weapon takes a long time to arm and prepare before the pulse can be used. It is so power hungry that when used it momentarily drains power from allied bases.

As Pav said it's got tactical possibilies.
A common tactic is to start charging the EMP, run it at an enemy army, and then send in your Sioux helicopters to attack the EMP'd enemy army. ;)
